Project goals and objectives

The company mines, processes, stores, transports and sells uranium-bearing ores and uranium concentrates, and is part of a large national group of companies.

Since 2020, Kazakhstan has been developing Horizontal Monitoring, a format based on digital interaction between the taxpayer and the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC).

One of the SRC’s main requirements was the creation of a data mart: a single digital environment for systematic and regular information exchange. The solution has to automate the processes of extended information exchange between the taxpayer and the SRC in real time as part of tax control, and to provide end-to-end data traceability, from tax reporting indicators to supporting primary documents, while guaranteeing the integrity and immutability of the data at every stage.

In March 2025, the company became one of the participants of the pilot project.

The goal of the project was to implement the Horizontal Monitoring Platform information system, integrated with SAP data sources, bringing it into production operation, training users and delivering functionality in line with the legal requirements for disclosing information on taxes and other mandatory payments to the budget, so that:

  • Data is available in digital form down to the level of primary documents
  • The relationship with the SRC moves from mainly audit-based control to continuous interaction and consultation
  • Tax risks are identified and prevented in good time
  • The internal control system (ICS) becomes more effective

The key challenge of the project was to build end-to-end disclosure of tax data within the existing corporate IT architecture. The SAP accounting system, the data mart and the ICS processes had to be connected while meeting the SRC’s requirements. An additional condition of the project was the use of SAP BW: by decision of the system owner, the group’s parent company, the tax registers were to be implemented and further developed there.

How the project ran

The work covered both the tax data disclosure methodology and the technical implementation of the solution. The implementation architecture took into account the existing SAP landscape and the need to use SAP BW as the data source for the Horizontal Monitoring Platform.

The project was divided into two parts. First, the team assessed the existing systems and processes to determine the company’s readiness for the Horizontal Monitoring requirements. Then came the implementation of the Horizontal Monitoring Platform, its integration with SAP BW and the preparation of the solution for pilot operation.

Assessment of the current state

As part of the assessment, the Telecon team analyzed the current accounting systems and tax reporting processes, evaluated the ICS as it relates to the tax function, and identified the main constraints and the areas needing improvement.

Based on the assessment, the team prepared recommendations for refining the accounting systems in line with the SRC’s requirements and a report assessing the current maturity of the ICS.

Implementation of the Horizontal Monitoring Platform

At the second stage, the focus shifted to building the data disclosure model and implementing it within the company’s existing IT architecture.

The Telecon team analyzed the SRC’s requirements against the company’s current model of accounting and data disclosure. This defined the information to be disclosed, the level of data detail required and the list of changes to be made, given the use of SAP BW.

Next, data disclosure schemes were developed and agreed, providing end-to-end traceability of information, from the indicators of the tax reporting forms to supporting primary documents.

Once the disclosure schemes were agreed, the technical implementation began. The Horizontal Monitoring Platform was integrated with SAP BW, and the packages of tax reporting forms were configured. The generated reports were checked for correctness and completeness.

Particular attention was paid to preparing users: Telecon specialists trained them to work in the new model of interaction with the SRC.

The final stage was the move of the solution into pilot operation. For two months, the team monitored the stability of the system, the correctness of data disclosure and the readiness of the processes for the subsequent move to production operation.

Results

An end-to-end route for tax data

The project created an end-to-end route for tax data from SAP BW to the Horizontal Monitoring data mart and the supporting documentation. A user can go from a specific indicator of a tax reporting form to the corresponding accounting entries and on to the supporting documents, which makes the formation of tax data transparent and verifiable.

Fewer manual operations

Information is retrieved from SAP BW automatically, and supporting documents are available directly in electronic form through electronic data storage (EDS). As a result, preparing information for the SRC takes fewer manual operations, and work with tax data becomes faster.

A centralized model for information

Another result of the project was a centralized model of working with information instead of fragmented data processing at separate stages. A single environment keeps the data consistent, up to date and under control, and less manual processing lets the accounting function shift its focus towards data analysis and control.

A disclosure process within the SAP landscape

As a result, the company gained not only a technology platform for Horizontal Monitoring, but also an established tax disclosure process integrated into its existing SAP landscape. The solution laid the foundation for systematic interaction with the SRC and further work under Horizontal Monitoring.
