Project goals and objectives

The client is a nuclear industry enterprise in the Republic of Kazakhstan and one of the world’s leading uranium mining companies. A controlling stake in its share capital belongs to one of the country’s largest national groups of companies.

In March 2025, the company joined the pilot project on Horizontal Monitoring, a format of digital interaction between taxpayers and the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC) that has been developing in Kazakhstan since 2020. The model rests on regular data exchange and end-to-end traceability, from tax reporting indicators to accounting entries and primary documents.

The goal of the project was to prepare the company to work under Horizontal Monitoring and to create the conditions for transparent and systematic interaction with the SRC based on reliable, structured and traceable tax data.

Achieving this goal required more than implementing a data mart: a single model of tax disclosure had to be built, bringing together the 1C:UPP accounting system, the processes of the internal control system (ICS) and the SRC’s requirements. Technical integration with the Horizontal Monitoring Platform was to be provided by a purpose-built 1C Connector.

How the project ran

The project had two main parts: an assessment of the current state, and the implementation of the Horizontal Monitoring Platform, including the methodology work, integration with 1C:UPP and the subsequent move of the solution into pilot operation.

Assessment of the current state

At the first stage, the Telecon team assessed the existing accounting systems and tax reporting processes. The specialists analyzed the current way of working with tax data, evaluated the ICS as it relates to the tax function and identified potential constraints on the move to Horizontal Monitoring.

Based on the assessment, the team made recommendations for refining the accounting systems in line with the SRC’s requirements and prepared a report on the maturity of the ICS.

Implementation of the Horizontal Monitoring Platform

The second part began with a detailed study of the SRC’s requirements for tax data disclosure. The Telecon team mapped them against the company’s existing accounting model and defined the information to be disclosed, the level of detail required and the changes to be made to current processes and systems.

On this basis, data disclosure schemes were developed for the tax reporting forms. They defined the links between the indicators of the tax reporting forms, accounting data and primary documents, making it possible to trace how each disclosed indicator is formed.

The next stage was the technical implementation. To integrate the Horizontal Monitoring Platform with 1C:UPP, the Telecon team developed the 1C Connector, which retrieves the required data directly from the accounting system. In parallel, the team configured the packages of tax reporting forms and the mechanisms for working with primary documents held in electronic data storage (EDS).

After configuring the integration and the packages of tax reporting forms, the team carried out comprehensive testing of the solution. It checked that the generated information matched the agreed disclosure schemes and that the chain from tax reporting indicators to accounting data and supporting documents worked.

Before operation began, Telecon specialists trained users to work with the platform and the new disclosure processes.

The final stage was two months of pilot operation. During this period, the team checked the stability of the platform, the correctness of data disclosure and the readiness of the configured processes for further production use.

Results

A single model for tax data

The project produced a single model of working with tax data for Horizontal Monitoring. Tax reporting indicators are linked to accounting entries and primary documents, which gives end-to-end traceability of information at every level of disclosure.

Data from 1C:UPP and documents in the EDS

Integrating the platform with 1C:UPP automated the retrieval of the required data from the accounting system. Supporting primary documents are also available electronically: users can open their scanned images stored in the EDS.

Fewer manual operations

As a result, a significant part of the work of collecting, preparing and disclosing information has become an automated process. This reduces manual operations and creates a single data disclosure environment for interaction with the SRC.

Experience for other group companies

The data mart implementation and the move to Horizontal Monitoring became not only a technology project but also a new approach to working with data and to cooperation between the participants of the process. The solution makes processes more transparent and understandable and creates opportunities to scale the experience to other companies of the group.
